Francisks Varslavans learned in Art promotion school of Petersburg (1915 – 17) under the guidance of landscape painter A. Rilovs.
He returned to Latvia in 1920 and worked as a drawing teacher in Rezekne.
Artist worked in evacuation in Russia – Ivanovo at the time of the Second World War.
Soviet government awarded him title of rich of merits employee of art in Latvia Republic of Soviet Union after his returning to Latvia (1943).

There were organized five exhibitions of artist\'s works in 1924 – 1935.
